The branch is on the Laem Chabang side of Si Racha, in Thung Sukhla subdistrict, off Route 3611. FROM SUKHUMVIT ROAD (the office listing's directions): drive with Kasetsart University's Si Racha campus on your left, carry on past the Ao Udom intersection, keep left at Wat Manorom and follow the signs for Rayong onto Route 3611. Move into the right lane for the U-turn; once you have turned, the office is about 350 m further on. FROM SI RACHA TOWN: about 10-11 km, 13-15 minutes by car from the pier area or Robinson Sriracha. FROM CENTRAL PATTAYA: about 24 km north, around 30 minutes. FROM LAEM CHABANG PORT: under 2 km. FROM THE CHONBURI HEADQUARTERS: 48 km, about 40 minutes. BY GRAB/TAXI: search 'สำนักงานขนส่งจังหวัดชลบุรี สาขาอำเภอศรีราชา' or tell the driver 'Kor Sor Lor Si Racha' (ขนส่ง ศรีราชา), and check the destination lands near Laem Chabang, not in town.

This is a branch of the Chonburi Provincial Land Transport Office, not the provincial headquarters. Google Maps labels it 'Provincial Land Transport Office of Chonburi', which misleads a lot of people. The headquarters is 48 km north in Mueang Chonburi.
It isn't in Si Racha town either. The branch sits in Thung Sukhla subdistrict, under 2 km from Laem Chabang port and about 11 km (15 minutes by car) south of Robinson Sriracha.
Chonburi has four Land Transport offices: the headquarters in Mueang Chonburi, this Si Racha branch, the Bang Lamung branch that serves Pattaya, and Nong Yai. A driving licence isn't tied to where you live, so use whichever one is easiest to reach.
From Central Pattaya it is about 24 km, roughly 30 minutes up Sukhumvit Road. If you live in Pattaya, compare that with Pattaya's own Bang Lamung branch before you choose.

Get your medical certificate in Si Racha town on the way. Queen Savang Vadhana Memorial Hospital (Jerm Jom Phon Road, 038-320-200) and Samitivej Sriracha (Soi Lamkaet, 038-320-300) are both open 24 hours.
Don't count on English at the counters. Bring two copies of every document plus your passport, visa page and entry stamp.
Dress modestly: no sleeveless tops, very short shorts or flip-flops.
Map apps list this office as Provincial Land Transport Office of Chonburi, the Si Racha branch or ขนส่งศรีราชา. Before you set off, check the pin is in Thung Sukhla by Laem Chabang and not in Si Racha town.

A licence application needs proof of your Thai address, and for most foreigners that means a residence certificate from Immigration. Si Racha residents get it from the Sriracha Immigration Office, part of Chonburi Immigration, on 038-312-571. Published street addresses for that office currently disagree, so phone before you go instead of trusting a map pin. Fees run 200-500 THB depending on the office.
