Standard Government Fees (Same Everywhere)
Before comparing cities, it is important to understand which costs are fixed nationwide. The DLT license fee is set by the Thai government and is the same at every DLT office in the country: 205 THB for a two-year temporary car license and 155 THB for a two-year temporary motorcycle license. The Immigration residence certificate fee is also fixed at 500 THB nationwide. These two fees total 705 THB for a car license or 655 THB for a motorcycle license, and they will not vary regardless of where you apply. What does vary is everything else: the cost of medical certificates, passport photos, transportation to and from the DLT and Immigration offices, accommodation if you need to stay overnight, embassy translation fees for license conversion, and optional service or agent fees. These variable costs are what create meaningful differences between cities. In all cases below, we assume you are applying for a car license via the conversion route (the most common scenario for foreigners), and we include the total cost from start to license in hand, excluding any service or agent fees unless separately noted.
Bangkok: Cost Breakdown
Bangkok offers the most DLT offices and the widest range of service options, but also has the highest transport and time costs due to traffic. Medical certificate: 100-200 THB at a local clinic (widely available, no appointment needed). Passport photos: 100-200 THB at photo shops near DLT offices. Residence certificate: 500 THB government fee; the Chaeng Watthana Immigration office is the main location, and reaching it can take 1-2 hours each way by taxi. Embassy license translation: 500-3,000 THB depending on your embassy (the US Embassy charges around 1,650 THB, the UK Embassy around 1,900 THB, the Australian Embassy around 1,500 THB). Transport costs: taxis and BTS/MRT trips to Immigration (Chaeng Watthana), your embassy, the medical clinic, and the DLT office can easily total 500-1,500 THB across all trips. Total DIY cost in Bangkok (car license conversion): approximately 1,700-5,400 THB depending on embassy fees and transport. Service/agent fees in Bangkok range from 7,000-15,000 THB for a full-service package including document preparation and DLT accompaniment. Bangkok is the most expensive city for the process overall, but also offers the most convenience if you already live there.
Pattaya: Cost Breakdown
Pattaya is a popular choice for foreigners getting a Thai driving license because the DLT office is relatively foreigner-friendly and the city is compact. Medical certificate: 100-200 THB at clinics on Pattaya Klang or Second Road. Passport photos: 100-150 THB at numerous photo shops. Residence certificate: 500 THB; the Pattaya Immigration office (Jomtien) is closer and less congested than Bangkok's Chaeng Watthana. Embassy license translation: most embassies are in Bangkok, so Pattaya residents may need to mail documents or make a Bangkok day trip (add 500-2,000 THB for transport or courier fees). Alternatively, some consular offices and honorary consuls in Pattaya can assist. Transport costs within Pattaya: baht buses are 10-20 THB, and motorbike taxis to the DLT office (located on Sukhumvit Road in Banglamung) cost 100-200 THB. Total transport across all appointments: 200-800 THB. Total DIY cost in Pattaya (car license conversion): approximately 1,400-4,000 THB. Service fees in Pattaya range from 5,000-12,000 THB. Pattaya generally offers lower total costs than Bangkok, mainly due to cheaper transport and shorter distances between offices. The DLT office wait times are also typically shorter than Bangkok's busiest offices.
Chiang Mai: Cost Breakdown
Chiang Mai is often cited as the easiest city for foreigners to get a Thai driving license, and it is also one of the most affordable. Medical certificate: 100-150 THB at clinics near the old city. Passport photos: 80-150 THB. Residence certificate: 500 THB; the Chiang Mai Immigration office (Promenada area) is well-organised and generally less crowded than Bangkok. Embassy license translation: as with Pattaya, most embassies are in Bangkok. However, Chiang Mai has several honorary consulates (US, UK, Australian, Canadian) that may be able to assist with license verification letters. Costs vary from free to 2,000 THB. Transport costs: Chiang Mai is a compact city. Red songthaew rides are 30-40 THB per trip, and Grab taxi fares across the city rarely exceed 150 THB. Total transport for all appointments: 150-500 THB. Total DIY cost in Chiang Mai (car license conversion): approximately 1,000-3,500 THB. Service fees in Chiang Mai range from 5,000-10,000 THB — generally the lowest in the country. Chiang Mai's lower cost of living translates directly into lower costs for the license process. Combined with a relatively efficient DLT office and shorter wait times, Chiang Mai is an excellent choice for budget-conscious applicants.
Phuket: Cost Breakdown
Phuket's driving license costs are moderately high, partly because the island's layout means more driving between appointments. Medical certificate: 150-300 THB (slightly higher than mainland cities due to Phuket's tourist-area pricing). Passport photos: 100-200 THB. Residence certificate: 500 THB; Phuket Immigration is located in Phuket Town and is reasonably efficient. Embassy license translation: no embassies on Phuket, so you will need to handle this through Bangkok by mail or by using a service. Add 500-2,000 THB for courier or agent assistance. Transport costs: Phuket lacks cheap public transport. If you are in Patong, Kata, or Karon, getting to the DLT office near Phuket Town costs 300-500 THB each way by taxi or Grab. Total transport across multiple appointments: 800-2,000 THB. Total DIY cost in Phuket (car license conversion): approximately 2,000-5,500 THB. Service fees in Phuket range from 8,000-15,000 THB — among the highest in Thailand, reflecting both the transport challenges and the tourist-heavy market. Phuket is the most expensive option outside of Bangkok. If you have flexibility, consider making a trip to Chiang Mai or Pattaya for the process instead, though this only makes financial sense if you combine it with other travel.
Hua Hin: Cost Breakdown
Hua Hin is a smaller city popular with retirees and long-stay expats, and its license costs fall in the moderate range. Medical certificate: 100-200 THB at clinics in the town centre. Passport photos: 100-150 THB. Residence certificate: 500 THB; Hua Hin Immigration (located in the Hua Hin area, under the Cha-am office) handles a moderate volume of foreigners and is generally not overcrowded. Embassy license translation: no embassies in Hua Hin, so documents must be handled through Bangkok (2-3 hour drive or mail service). Add 300-1,500 THB for transport or courier fees. Transport costs: Hua Hin is relatively compact but lacks robust public transport. Songthaew rides are 10-20 THB, but you may need Grab or a motorbike taxi for the DLT and Immigration offices. Total transport: 200-600 THB. Total DIY cost in Hua Hin (car license conversion): approximately 1,200-3,500 THB. Service fees in Hua Hin are less standardised than in larger cities, ranging from 5,000-12,000 THB. The smaller expat community means fewer agents, but the ones operating tend to offer personal, attentive service. Hua Hin represents a good middle-ground option: lower costs than Bangkok or Phuket, quieter DLT offices, but slightly fewer resources than Chiang Mai or Pattaya.
